How is the Large different from the smaller sizes?
Only in scale and presence. The mechanism, materials, and weather rating are identical — at 13.4 in it holds a corner of a terrace or sits beside a reading chair instead of on a table.

Is it safe outdoors in winter?
Yes. Rosendahl rates the Soft Spot Solar lamps for rain and wind down to -4°F, so the Large can stay on a terrace through the cold months.

Do I need the USB-C cable?
Only as backup. Daylight charges it through the solar panel; the USB-C port is there for stretches of overcast weather. The cable and charger are not included.
